Impact of individual atmospheric parameters on CPV system power, energy yield and cost of energy
, Progress in Photovoltaics, Vol: 22, Pages: 1080-1095, ISSN: 1099-159XThe performance of concentrator photovoltaic systems can be characterised by the power output under reference conditions and the output energy yield under realistic solar illumination. For a range of locations, the frequency distribution of individual atmospheric parameters and their quantitative impact on power output of a concentrator photovoltaic system have been evaluated, with aerosols shown to have a substantial impact on performance at many sites. Limited knowledge of atmospheric parameters results in a difference of up to 75% in simulated energy yield over an annual period and up to 75% deviation in the expected levelised cost of energy.

Guidance on the environmental risk assessment of genetically modified animals
, Guidance on the environmental risk assessment of genetically modified animals, Parma, Italy, Publisher: European Food Safety Authority, EFSA Journal 2013;11(5):3200This document provides guidance for the environmental risk assessment (ERA) of living genetically modified (GM) animals, namely fish, insects and mammals and birds, to be placed on the European Union (EU) market in accordance with Regulation (EC) No 1829/2003 or Directive 2001/18/EC. It provides guidance for assessing potential effects of GM animals on animal and human health and the environment and the rationales for data requirements for a comprehensive ERA. The ERA should be carried out on a case-by-case basis, following a step-by-step assessment approach. This document describes the six sequential steps for the ERA of GM animals, as indicated in Directive 2001/18/EC: (1) problem formulation including hazard and exposure identification; (2) hazard characterisation; (3) exposure characterisation; (4) risk characterisation; (5) risk management strategies; and (6) an overall risk evaluation. The Scientific Panel on Genetically Modified Organisms of the European Food Safety Authority follows Annex II of Directive 2001/18/EC, considering specific areas of risk to be addressed by applicants and risk assessors during the ERA of GM fish, GM insects and GM mammals and birds. Each specific area of risk is considered in a structured and systematic way following the aforementioned six steps. In addition, this Guidance Document describes several generic cross-cutting considerations (e.g. choice of comparators, use of non-GM surrogates, experimental design and statistics, long-term effects, uncertainty analysis) that need to be accounted for throughout the whole ERA.

, Tree Health and Plant Biosecurity Expert Taskforce: Final report, London, UK, Publisher: Department for Environment, Food & Rural Affairs, PB13878In the last few years, several new or previously unrecognised pests and pathogens have emerged as significant risks to the UK’s plants, including trees in woodlands, commercial forests and in the urban environment. Given this background, Defra’s Chief Scientific Adviser established an independent, expert Taskforce to provide advice on threats from plant pests and pathogens and to recommend how best to protect the UK from those threats.The Taskforce published an interim report in December 2012. Building upon feedback on the interim report from the wider stakeholder community, the Taskforce reviewed the evidence base and the likely costs, benefits and practicality of implementation for each recommendation; leading to publication of this final report which contains eight inter-related recommendations.

From chemical risk assessment to environmental resources management: the challenge for mining.
, Environ Sci Pollut ResOn top of significant improvements and progress made through science and engineering in the last century to increase efficiency and reduce impacts of mining to the environment, risk assessment has an important role to play in further reducing such impacts and preventing and mitigating risks. This paper reflects on how risk assessment can improve planning, monitoring and management in mining and mineral processing operations focusing on the importance of better understanding source-pathway-receptor linkages for all stages of mining. However, in light of the ever-growing consumption and demand for raw materials from mining, the need to manage environmental resources more sustainably is becoming increasingly important. The paper therefore assesses how mining can form an integral part of wider sustainable resources management, with the need for re-assessing the potential of mining in the context of sustainable management of natural capital, and with a renewed focus on its the role from a systems perspective. The need for understanding demand and pressure on resources, followed by appropriate pricing that is inclusive of all environmental costs, with new opportunities for mining in the wastes we generate, is also discussed. Findings demonstrate the need for a life cycle perspective in closing the loop between mining, production, consumption and waste generation as the way forward.

A swing state theory of trade protection in the Electoral College
, Canadian Journal of Economics, Vol: 46, Pages: 705-724This paper analyzes trade policy determination in the Electoral College in the presence of swing voters. It determines the circumstances under which incumbent politicians have an incentive to build a reputation for protectionism, thus swaying voting decisions and improving their reelection probability. Strategic trade protection is shown to be more likely when protectionist swing voters have a lead over free trade supporters in states with relatively strong electoral competition and in states representing a larger proportion of Electoral College votes. An empirical test using a measure of industrial concentration in swing and decisive U.S. states lends support to the theoretical findings.
